I would also like to point out that Harry's state of living did noticably improve with the arrival of the first letter. It makes one wonder why no attempt had been made earlier. As I said in chapter 1, Dumbledore knew what circumstances could have possibly influenced Riddle. Why take the risk with Harry?

I think there's noticeable difference between Harry and Tom here. As misguided and unpleasant as the Dursleys were with regard to Harry, they intentions were not profoundly and purposely malicious. Vernon says: 'Didn't we swear when we took him in we'd stamp out that dangerous nonsense?'. This seems to me be an indication that they actually did care about Harry at some level.
